Lock Lips is a Badball! His bio on the card says:
‘A Badball terror, this guy’s bad actions speak louder than words. He’s a cunning combination of lock, shock and snarl, and the tight-lipped keeper of the Badballs secrets!’

Lock Lips came packaged on a cardback, in a clear bubble. The front of the card had information about the figure. On the rear of the card it told you about the Goodballs and Badballs. It showed all of the different figures that you could collect and explained that the heads could be mix and matched!
